I authorised invoices that included inflated costs to cover illegal payments to officials. All documentation appeared legitimate and was signed off at multiple levels. I concealed the misconduct by treating it as standard variation approval. I remained in post and was later commended for keeping the project on schedule. The development proceeded and the payments were absorbed into final costs. No inquiry revisited the approvals and the file remains closed.
